A pressure reducing valve with a hydraulically actuated diaphragm to reduce the higher upstream pressure to lower constant downstream pressure. The valve automatically adjusts the flow through it when the consumption changes, but always maintains the set pressure at the outlet.
 
"Manually open" - the valve allows as much water as is consumed by the source connected to the outlet
"Manually closed" - the valve does not let any water through
